Council debates discretionary fund increase; no change after split views and public comment

Jeremy (village manager) reopened the council's July discretionary fund policy at the March 3 workshop after Council Member French asked staff to analyze practices in other municipalities and propose whether council members should each receive an additional $2,500 for legislative or travel purposes.
Council Member French said he often lacks personal flexibility to travel and would like $2,500 more per council member so he could, for example, fly rather than drive to legislative events and maintain productivity. He characterized the change as a practical accommodation for attendance at Florida League of Cities and other legislative events.
Other council members were unconvinced. Vice Mayor Sartori said she saw no data supporting an increase, noted existing monthly stipends and said she can manage scheduling without additional discretionary funds. Council Member Brandon and Mayor Young said they would not object to increasing the pool if council wanted the flexibility, but Council Member Painter said he opposed adding funds and emphasized stewardship of taxpayer dollars.
Public comment included criticism of prior discretionary spending. Marsha Nielsen said a recent contribution to a nonprofit (Better World) and a VIP event purchase were inappropriate uses of taxpayer funds and urged elimination of discretionary contribution authority. The manager noted that staff had prepared comparative information showing other municipalities more commonly fund training than maintain multiple individual discretionary accounts.
At the end of the discussion the mayor said there was no consensus and the proposal did not move forward at the workshop; the item will not advance without further council direction or a budget amendment during a later budget process.
