The City Council approved the disposition of two tax‑acquired lots at 170 and 176 No Name Pond Road on March 4, accepting an offer from Holly Kerr and Lynn Ford.
Administrator O’Malley said the parcels were marketed by Du Bois Realty and the recommended offer was the highest received. The buyers attended the meeting; Holly Kerr described a plan to combine the two parcels and develop housing intended for families and retirees, and emphasized a desire to make the city "whole" for back taxes. Kerr said the buyers’ purchase and sale included a handwritten addendum committing to join the parcels into a single lot and to pursue development consistent with the plan included in their offer.
Councillors asked for clarification on elements of the purchase agreement and the addendum. Staff confirmed the addendum and the highest offer were part of the packet presented to council. The council voted 7‑0 to approve the disposition.
Why it matters: the sale returns tax‑acquired property to private ownership and the buyers said they plan to develop housing intended to generate tax revenue and create homeownership opportunities in the community. Staff said proceeds will restore the city for outstanding taxes on the lots.
