Council vacates alley to allow duplex construction by Community Services

The Logansport Common Council on March 3 adopted Ordinance 2025‑10 to vacate an alley on Wright Street that divides a half city block owned by Community Services, clearing the way for additional duplex construction.

Councilman Chris Howard introduced the ordinance and the council opened a public hearing. Chris Neighbors, chief executive officer of Community Services, told the council the alley “has never been used except it's on the tip of property where the school was and there's a parking lot over it.” He said the asphalt is thick and the alley is effectively unusable for vehicle access because of an approximately 8‑foot elevation change.

Neighbors said Community Services has built two duplexes on Wright Street and owns the entire north half of the block; vacating the alley would allow the organization to build two or three additional duplexes on the rear portion of the property. He said utilities for the existing duplexes come from Wright Street and that there are no utilities running through the alley.

After the hearing, Councilman Dave Morris moved to suspend the rules to allow immediate consideration; the council voted to suspend and then voted to approve Ordinance 2025‑10 under suspension of the rules. The ordinance passed on the suspension of rules and the clerk was directed to record the ordinance and proceed with the legal steps to record the alley vacation.

The council record shows no objections raised during the hearing; Community Services representatives said they had already obtained a permit to continue a retaining wall and will proceed with recording and construction work following the vacation.

The ordinance was adopted by roll call; council members recorded votes in favor during the session.
