TRC conditionally advances 24-story 'Echelon' condo in Seascape DRI after neighbors flag access and beach concerns

Walton County's Technical Review Committee conditionally approved moving the "Echelon" major development application to planning commission after staff and neighbors identified outstanding engineering, environmental and access questions the applicant agreed to address.
The Echelon is a proposed 246-unit condominium on 5.62 acres at 100 Seascape Drive within the approved Seascape Development of Regional Impact. Staff said several internal reviews (environmental, fire and planning) still had outstanding comments; the applicant told the TRC those comments were minor and that they would work with county engineering and the Florida Department of Transportation on a signal warrant and operational analysis for US 98 and Breakers Street.
Neighbors and adjacent property representatives raised multiple concerns during public comment. Representatives for Seascape and Surfside Condominium Association asked the applicant to demonstrate legal cross-access and easement rights where the proposed site would use adjacent circulation, to clarify parking and floor-area-ratio (FAR) calculations, and to address construction traffic so it would not pass through adjacent residential developments. One commenter, who identified himself as Alan Ville, secretary of the Surfside Condominium Association, said he was worried about increased traffic backups on Scenic Gulf Drive, emergency access for elderly residents, and potential water runoff impacts.
Why it matters: The project proposes a notably tall structure in a sensitive, developed resort area; neighbors questioned whether existing internal access and easements are adequate and sought assurances on parking, FAR and construction routing. TRC members asked that the applicant meet with internal Seascape parties to resolve outstanding issues before the item is scheduled for planning commission.
Applicant Jenkins Engineering (Jamie Eubanks) said prior reviews of cleared site conditions suggested the environmental review would be light; the applicant also agreed to provide documentation of existing easements and cross-access rights and to meet with Seascape internal stakeholders.
The TRC voted to conditionally approve the item to move forward to planning commission subject to satisfaction of all outstanding comments and the opportunity for the applicant to meet with internal Seascape parties to resolve access and other concerns. The motion carried with no recorded opposition.
