The Village of East Troy board awarded a contract for a 2025 sanitary sewer-lining project to National Power Rodting for $101,194, staff said.
Jason, a village public-works staff member, described the lining process: crews clean the pipe, remove roots and debris, insert a fiberglass-lined “sock” between manholes, then steam-cure the liner to create a new pipe within the old one. “It’s a very cost effective way to rehabilitate sewer pipe. You don’t have to dig anything up,” Jason said, and added that work is performed through manholes.
Jason told trustees the village received three bids and recommended the low bidder, National Power Rodting, which had been vetted through the village’s prequalification process and reference checks. The board discussed resident impacts; staff said the cure time for a liner segment is typically four to eight hours and residents on an affected block are asked not to do laundry or other heavy water use during that period to avoid backups.
A trustee moved to award the contract to National Power Rodting for $101,194; the motion was seconded and carried on voice vote. Staff said final televising of the lines is part of the contract: contractors will video pipes before, during (after cleaning) and after lining to document results.
Board members noted the village’s older clay pipe (installed through the 1970s) is prone to cracking and that the lining approach allows rehabilitation without excavation. Staff said engineering costs associated with the project were within the manager’s approval authority and did not require a separate vote.
