Chairman Lister opened the meeting and staff read the proposed rules. A county attorney recommended the board formally adopt the decorum measures and the board voted to make them part of its rules. A motion to set a two‑minute limit for public comments and to bar approaching the tables or podium without permission was moved, seconded and approved by unanimous voice/hand vote.
The board then approved routine business items. Members voted to accept the minutes as revised and confirmed proof of publication for the March 5 meeting (published Feb. 27, 2025, in the Pensacola News Journal). The board also considered contractor licensing items and approved three applications:
- Mark Casson (listed in the record as Mark Casson) was qualified to add M and M Residential Solutions LLC as an entity under his license; staff said his existing license was in good standing and the board approved the qualification.
- William Robbins III was approved to take the building‑contractor examination based on documented experience of 5 years, 7 months and 7 days under supervision of Brent Etheridge (license cited in staff packet); staff recommended approval to sit for the exam.
- James Cobb was approved to take the doors, windows and siding examination based on documented experience of 5 years, 1 month and 25 days under supervision of Brian Webb; staff recommended approval for examination.
Each application was moved, seconded and approved by the board during the meeting.
The new public‑comment rule and the three applicant approvals took immediate effect as actions of the board at the March 5 meeting.
