A parks board subcommittee member, Jenny Claire, told the council the subcommittee had worked on the project since October and had solicited quotes and vendor site visits. Claire said vendors understood the subcommittee’s vision and that Fort Worth Monument Company previously installed the memorial monuments and would remove and replace them as needed.
Mr. Page, a staff member, told council the city needs a formal professional services agreement for each vendor to address liability, insurance, a detailed diagram of the finished product and other standard terms. He said the quotes alone were not sufficient for a city contract and that the agreement would be per project, per vendor.
Council moved to accept a quote from the North Richland Hills Farmers Market and also referenced the Fort Worth Monument Company quote, for a combined total cited at $24,160. The motion was explicit that acceptance was contingent on staff negotiating and executing professional services agreements with both vendors. A council member who made the motion added that staff should prioritize sending the city’s standard professional services agreement to the vendors quickly; staff indicated they would do so and that vendors could work on design sketches while the agreement is negotiated.
Council approved the motion unanimously. Staff said public works would execute the project day‑to‑day, and the park board should provide a single park representative and a sketch of the intended design to guide construction.
