Council approves first reading of transportation plan, several construction agreements and budget updates

Separately, the council authorized modification No. 2 to a military construction cooperative agreement (MCCA) for Hangar 219 in the amount of $187,500 and authorized a facility sustainment, restoration and modernization cooperative agreement (FSRMCA) for aircraft maintenance Unit B216. The council also authorized the city manager to execute a consultant services contract with Jacobs Engineering for design services for the B216 project in an amount not to exceed $75,000, contingent on execution of the FSRMCA with the National Guard Bureau.
The council introduced and then adopted a supplemental budget for the 2023–2025 biennial period to record additional revenue and expenditures for items including unemployment claims for the police department, recovered revenue for a wrecked police vehicle, a compact loader purchase funded by auction proceeds and additional right-of-way reserve expenditures related to storm damage. The council then passed an ordinance amending city code sections 5.6, 5.65(a) and 6.145 on second and final reading.
Finally, sitting as the Urban Renewal Agency, the council authorized the city manager to execute the third amendment to the disposition and development agreement with Confluence Klamath Falls LLC for the Main and Espionage property; staff said construction permits are expected by May 31 with a construction start hoped for June and Phase 1 completion by August 2026.
