Planning commission approves final plat for Oaks Of Saint Charles Lots 7–12

The Saint Charles City Planning Commission approved the final plat of subdivision for the Oaks Of Saint Charles, Lots 7 through 12, approving a consolidation that will replat six existing residential lots into a single parcel and allow the developer to create separate tax parcels for each unit after the plat is recorded.
City planning staff summarized the project as six townhomes in two buildings to be located off Roosevelt Street near Route 31 and said the city previously approved a PUD preliminary plan and preliminary plat for the project. Staff recommended approval of the final plat and said the developer intends to provide a letter from the Oaks homeowners association spelling out maintenance responsibility for a new storm sewer required by the project.
During discussion, a commissioner asked that tree number 44, described in the record as a mulberry and characterized as invasive, be removed; the commission folded that comment into its approval. A motion to approve the final plat, moved and seconded at the meeting, passed on a unanimous roll-call vote. Gina Lawson, Jeff Funk, Colleen Deason, John Fitzgerald, Gary Gruber and Dave Rosenberg recorded “yes”; an additional commissioner who spoke during the roll call also recorded “yes.”
No public comment was offered on the item. City staff indicated the project is currently under building permit review and that the recording of the final plat would be followed by parcelization for tax purposes as described by staff.
The commission also approved the meeting minutes from its Dec. 3, 2024 meeting earlier on the agenda. Staff noted there may be a meeting later in the month, but none was confirmed at the session.
