Planning Commission recommends Moorhead zoning text and related map amendments to City Council

The Moorhead Planning Commission on March 3 voted unanimously to recommend that the City Council approve text amendments to the Moorhead City Code covering Title 10: Chapter 13 (Commercial Districts), Chapter 14 (Industrial Districts), Chapter 15 (Mixed Use Districts), Chapter 17 Article E (Gateway Overlay District), Chapter 18 (Use Regulation), Chapter 19 (Development Standards), and related zoning map amendments.
City Planner Robin Houston told commissioners the package is part of the implementation of the Onward Moorhead comprehensive plan adopted in 2022 and is intended to modernize and clarify code language, coordinate design standards and move certain standards (such as parking-lot landscaping and screening) into a consolidated Development Standards chapter. "Here we are again tonight with a big batch of TEX amendments," Houston said, describing the changes as a mix of code clean-up, updated overlay coordination and targeted map changes for parcels with pending projects.
The amendments consolidate accessory-building rules into a single accessory table, remove parking-lot landscaping and screening requirements from individual districts so screening is required citywide via the Development Standards chapter, and update the use table and provisional/conditional use regulations for clarity. Houston said staff is reverting some 2024 RLD-1 changes for parts of the Oakport area after receiving resident comments, allowing larger accessory structures there while reserving conditional-use permits (CUPs) primarily for properties larger than five acres.
Houston said the current round includes zoning-map changes for fewer than 10 parcels tied to pending projects; larger, citywide rezones will be handled later because Moorhead has tens of thousands of parcels. She also said the Americana Estates annexation area was added to the revised accessory provisions to reflect the larger lot sizes along Highway 52.
There were no public commenters on the item. A motion to recommend approval to City Council was made and seconded; the commission voted in favor by voice vote with no recorded opposition.
The Planning Commission's recommendation now goes to the Moorhead City Council for final action; a council hearing date was not specified in the meeting transcript.
