Gurnee awards Stoney Island water main replacement contract at $1.767M, nearly $1M under budget

The village board on March 3 approved a construction contract with Campanella & Sons to replace approximately 3,800 linear feet of water main in the Stoney Island area.
Engineering staff said bidders returned costs well below the $2.75 million line item in the draft capital plan. Campanella & Sons was the low bidder at $1,767,000, approximately $1.0 million under the budgeted figure, which staff attributed to early‑season bidding and favorable material availability. Village Engineer Nick Leach told trustees the firm has worked on similar projects in Gurnee and met performance expectations on prior jobs.
Project scope and next steps Staff described the work as a replacement of aging 6‑ to 8‑inch distribution mains and related appurtenances. The contract award is for design and construction under a typical municipal construction oversight agreement; construction scheduling and final start dates will follow project permitting and mobilization. Staff said the low bid freed funds staff proposed reallocating: one option is to dedicate additional money to the golf course irrigation project; another is to move the money to additional water main designs to accelerate next year's work.
Vote The board approved the contract award on the recommendation of staff by roll call (6‑0).
