City staff and the company agreed to defer final approval until the next council meeting so legal review and a finalized agreement could be completed. Staff noted that the equipment is already on site in some form and that delaying the vote for a short period carries limited risk, but cautioned that proceeding without an executed agreement would be undertaken at the company's risk.
No formal motion to approve the service agreement or the tower upgrade passed on March 4; both items were tabled for further review.
