Vinita council and utilities authority approve routine finance items, audits and event closure; union contract approved

At its March 4 meeting the Vinita Utilities Authority and Vinita City Council approved consent agendas, accepted the 2022–23 audits, approved monthly bills and an election invoice, approved a Main Street street closure for May 9, and the council approved a tentative contract with IAFF Local 2814.
Vinita officials approved a slate of routine financial and operational items during meetings on Tuesday, March 4, including acceptance of the 2022–23 audits for both the Vinita Utilities Authority and the City of Vinita, the monthly bills payable and its emergency clause, payment of an election invoice, and a one-block closure for a Main Street fundraising event on May 9.
The Vinita Utilities Authority (VUA) and the City Council each voted to accept the 2022–23 audit prepared by Ober and Littlefield, CPA. The VUA vote followed a motion by Bradley and a second by Hare and passed on a voice vote. The City Council later approved the same audit during its meeting after a motion by Bridal and second by Wofford.
The City also approved the finance ordinance covering monthly bills payable and an associated emergency clause. The council voted to approve bills payable and to adopt the emergency clause as presented. The council approved payment of an invoice from the Craig County election board for $6,034.66 related to the municipal election scheduled for April 1, 2025.
Councilmembers also approved a street closure request from Vinita Main Street to close the 100 block of South Wilson from 3 p.m. to 8 p.m. on May 9 for a fundraising “Dinner on Main” and related activities; the motion passed without recorded opposition.
The council took one notable personnel/compensation action separately: it approved a negotiated agreement with the International Association of Firefighters Local 2814 for fiscal year 2024–25 (see separate article). The labor contract vote was recorded by roll call and passed unanimously.
Votes recorded in the meetings include: acceptance of the 2022–23 VUA audit (motion: Bradley; second: Hare; outcome: approved), acceptance of the 2022–23 City audit (motion: Bridal; second: Wofford; outcome: approved), approval of monthly bills payable (ordinance 03/1964) and emergency clause (emergency clause 3864; outcome: approved), payment of Craig County election board invoice of $6,034.66 (outcome: approved), and approval of the one‑block closure for Vinita Main Street on May 9 (outcome: approved). The IAFF Local 2814 agreement was approved by recorded roll call (all members voting yes).
Several routine consent-agenda items, including minutes and bills payable for the utilities authority, were approved at the start of the meetings without substantive discussion.
No additional binding contracts or major capital appropriations were approved at the March 4 sessions; multiple items related to a proposed service agreement and site upgrades for a broadband provider were discussed and tabled for later review (see separate article).
