Chelsea Licensing Commission members on Feb. 13, 2025, approved an amusement-and-entertainment license for Los Amigos Diner and Restaurant Corporation, d/b/a Los Amigos Diner, at 92 Washington Ave to include radio, television and karaoke and approved revised hours; the board declined to authorize a DJ or amplified sound at this time.
Owner Elmer Sandoval told the commission he planned to change operating hours (applicant sought roughly 8 a.m.–midnight Monday–Saturday and 8 a.m.–11 p.m. Sunday) to serve different foods and to create an ambiance for customers while he later pursues a liquor license. “I would like to apply for a liquor license in the future,” Sandoval said through a translator.
Commissioners and Sergeant Chung of the Chelsea Police Department advised caution because the storefront sits in a residential area and has limited seating. A licensing staff member noted the space’s posted occupancy is 38 people; commissioners said a DJ setup and amplified sound could push beyond that limit and risk noise complaints from neighbors.
Sergeant Chung also told the board that under previous ownership at one site “back in 2020” the establishment’s liquor license had been removed; he said police had not observed major call-log issues at the current location but recommended preventive measures such as soundproofing.
Members urged Sandoval to begin without a DJ and to test any sound levels from outside the restaurant before seeking amplified categories later. Commissioners suggested he could return to apply for a DJ or amplified sound once the business and, potentially, a liquor license, were established.
A motion to approve the hours change and add radio, TV and karaoke carried by voice vote; the board voted to exclude DJs and amplification. The hearing record does not show a roll-call tally.
