Board creates site foreman role at Bemidji transfer station to ease supervision

Beltrami County commissioners approved creation of a site foreman position for the Bemidji Transfer Station to reduce supervisory span and improve daily operations at the facility.
Bruce (Public Works director) told the board the proposal does not add a new full-time equivalent; instead it would reclassify an existing position so one person would oversee the six transfer-station staff and report to the solid waste operations coordinator. Bruce said the transfer station averages about 700 vehicle visits and handles five to six outbound loads per day.
Commissioner Carlson moved to create the site foreman position; Commissioner Wenger seconded. County staff said Baker Tilly gave the new position a grade and that the cost was already budgeted. County staff also said the union will review the MOU, and the position is contingent on union approval of the MOU.
The board approved the change with all members voting in favor. There was no amendment and no recorded opposition.
