Beltrami County approves development agreement with Bemidji to advance jail project

Beltrami County commissioners approved a development agreement with the City of Bemidji on a 4-0 vote that county staff said is one of the last local approvals needed to move forward with construction of a new county jail.

Administrator Berry told the board the county has been securing “all local, regional, and statewide permits for the construction of the jail” and that the city follows a development agreement process covering landscaping, site work and utility connections. Berry said the agreement had been reviewed by the county design and operations team and the county attorney and that a revised version addressed earlier concerns.

The county’s motion to accept the jail project development agreement was made by Commissioner Carlson and seconded by Commissioner Wenger. Berry said city staff treated the city approval as an administrative action and that, once the county signs, the city can sign quickly.

Why it matters: approval of the development agreement clears a local administrative step so county and city officials can finalize permitting and move toward construction scheduling. Berry said the county still awaits a small number of state-level reviews but described this as “one of the last remaining approvals we need.”

County Chair called the question and the board approved the agreement 4-0. There was no recorded dissent or amendment to the agreement during the meeting.
