Sheriff wins provisional approval to pursue Motorola camera grant; commissioners ask to limit initial county outlay

The sheriff told the commission he received a reimbursement grant for $165,775 to replace end‑of‑life body cameras and in‑car systems, and that the new system is cloud‑based and integrates with records management systems. “It will cover all the hardware and first year’s licensing,” the sheriff said, and the contract is a five‑year arrangement that includes automatic camera replacement in year three, he added.
Commissioners and staff discussed how to pay up front for equipment and installation before receiving grant reimbursement. The sheriff asked whether the county could use county general or the rainy day fund and then return the money when the county is reimbursed. County staff (Tony, finance staff) said reimbursements typically go back to county general but cautioned that some reimbursable grants do not automatically repopulate the original line item and that an appropriation or “additional” might be required to account for the money once it returns.
Commissioners outlined two paths: (1) find an existing line item within county general to advance the purchase now so no formal additional appropriation is needed, or (2) advance the purchase and then process an appropriation/additional next meeting once reimbursement arrives. Staff estimated hardware delivery would take about two to four weeks after ordering and that reimbursement processing could take about a month once receipts and installation documentation are submitted.
The commission approved a motion that allows the sheriff and county staff (Tony) to work together to determine the best funding source and to proceed with purchasing under those conditions. The vote carried on a voice roll call.
The sheriff said Decatur and other local agencies plan to migrate to the same cloud system and that moving off on‑premise servers will remove the need to buy and maintain a new server locally. He also said the grant is reimbursement‑only, so the county must pay costs up front and then submit receipts for reimbursement.
The commission directed staff to return to the next meeting with paperwork if an appropriation or additional is needed. The sheriff and staff said they will aim to place an order quickly if the commission gives the approval to proceed under the recorded conditions.
