The Des Moines Planning and Zoning Commission voted Feb. 20 to approve on consent a staff-recommended amendment to Plan DSM and a rezoning request by the Lee Mitchell Trust and the Margaret V. Mitchell Trust for two irregularly shaped parcels in the vicinity of 1111 Southeast 30th Street to bring an existing junk and salvage yard into conformance with city zoning.
The commission’s action would revise the property’s future land-use designation in Plan DSM from “business park” to “industrial” and rezone the parcels from EX Mixed Use District to I-2 Industrial District. Because the item remained on the consent agenda, the commission took no separate public testimony or extended debate at the meeting.
Under the commission’s procedures stated at the start of the meeting, the Planning and Zoning Commission is an advisory body; the City Council will hold a public hearing and make the final decision on matters before the commission except for site plans and subdivision plats. The commission approved the consent agenda by voice/hand vote; the meeting record states only that the motion passed and does not list individual votes.
The applicants listed in the staff report are the Lee Mitchell Trust and Margaret V. Mitchell Trust. The staff report recommended the Plan DSM amendment and rezoning to bring the existing salvage operation into conformance with the zoning code.
The commission also approved the minutes from its previous meeting. No amendments or conditions to the rezoning recommendation were recorded in the commission’s proceedings.
The City Council will consider the recommendation at a future public hearing; meeting staff said the council, not the commission, makes the final decision on such land-use and rezoning matters.
