Staff reports: Visit Quad Cities draft lease, freight house upgrades, FIGGE lighting event

Tenants were notified in advance of the alarm work; staff said operations should not be disrupted.
Farmers Market rekey and other items: Staff said the farmers market rekey remains in progress (paperwork pending). The city is participating in planning for a FIGGE lighting‑art unveiling scheduled May 17 and staff will coordinate riverfront roles with other agencies.
