Tax administrator reports 5,676 appeals; decision letters to be mailed before April BOE meeting

Jocelyn Andrews, Johnston County tax administrator, updated the Board of Commissioners on the county’s delinquent tax collection and appeals process.
Andrews said the informal appeals period closed on Feb. 10 and county staff and its vendor had completed roughly 66% of the informal appeals work to date. To date the office had received 5,676 appeals, which Andrews said is roughly 47% of total parcels for the county.
Andrews said staff intends to mail decision letters for all informal appeals in the last week of March; the tax office will mail decisions at once so that property owners who disagree can file formal appeals to the Board of Equalization and Review. The board of equalization and review is scheduled to convene on April 8, the day after the board’s next regular Monday meeting, Andrews said.
The tax administrator also noted that the consent agenda approved earlier included authorization to advertise delinquent tax liens for real property; she expects the advertisement to run in the county publication on March 12.
Commissioners asked for a brief explanation of the difference between informal and formal appeals; Andrews explained that the informal process allows tax office staff to review and resolve cases directly, while formal appeals are heard by the Board of Equalization and Review after staff makes recommendations. Andrews said one opening remains on the board of equalization and review and encouraged interested citizens to apply.
Andrews closed by saying staff and the vendor were “head down” working to resolve appeals and meet the mailing timeline.
