Board approves conditional rezoning for barber/beauty shop at 14900 N.C. 39

The Johnston County Board of Commissioners on March 3 approved a conditional rezoning that will allow a barber and beauty salon on 0.85 acres in the 14900 block of N.C. Highway 39.
Rasta Newton, county planning director, said the petition (case 25-01) seeks to change zoning from agriculture-residential to general business conditional to allow the business office and barber/beauty salon uses. Newton told the board the corridor includes other general-business conditional properties and that the site sits on a segment of Highway 39 with a 2023 count of about 6,400 vehicles per day; that segment appears on the county’s comprehensive transportation plan as an existing boulevard needing improvement.
Raymond Mitchell, who spoke for the applicant, described the request as a personal and family goal to provide a neighborhood barbershop and said the applicants had agreed to the 12 conditions in the staff report. Vanessa Barnes spoke in support and confirmed the applicant’s willingness to comply with planning conditions.
Planning staff and the planning board recommended approval and commissioners adopted the statement of consistency and approved the rezoning by voice vote. Commissioners noted the small scale of the proposed business and that several other commercial properties are already nearby along the corridor.
