The Prescott City council subcommittee on water issues on March 4 recommended that the City Council consider WSA 25-008, a water service application for a proposed 42-unit low-income senior housing project, with a revised water allocation of 5.60 acre-feet for the January 1'June 30, 2025 budget period.
The project application, submitted by Granite Basin Engineering on behalf of owner Bradshaw Senior 3 Prescott LP, originally included an engineer's demand analysis estimating total annual use of about 7.62 acre-feet (7.06 indoor, 0.56 landscaping). Brian, a city water staff member who presented the item, said the engineer used a fixture-count method that produced the higher estimate instead of the city's typical apartment average of 0.12 acre-feet per unit.
The subcommittee discussed the difference between the two approaches and whether to accept the applicant's more detailed engineering estimate. Councilwoman Lois Lewis said she wanted the applicant available to answer questions but was reluctant to delay the matter and proposed applying the standard 0.12 acre-feet per apartment unit and allowing the applicant to appeal later if desired.
The subcommittee amended the recommendation to apply the 0.12 acre-foot per-unit standard, add the 0.56 acre-feet for landscaping, and forward WSA 25-008 to council with a revised allocation of 5.60 acre-feet. The motion to recommend forwarding WSA 25-008 with the revised allocation passed 2-0 (yes: Chairperson Roosing; yes: Member Freeworth).
The project description in the packet lists 42 one-bedroom units organized as the final building in a senior living complex near Bradshaw Drive and Stinson Road. Brian said the landscaping allowance used a drought-tolerant plant list and that stormwater, grading and drainage will be handled through the city's permitting and general engineering standards.
The subcommittee noted staff will continue to monitor actual water use once the project is in service and that engineer-provided demand analyses may be accepted in other cases if the methodology is clear and justified.
