Staff presents 2025 work plan tied to strategic plan; council to review before formal action

City staff presented the 2025 staff work plan to the Port Angeles City Council on March 4 and described the document as an implementation tool tied to the strategic plan the council adopted in October 2024. Nathan (staff) told the council the work plan links individual work items to strategic focus areas, goals and measures and provides milestones and estimated timing for committee and council consideration.
Nathan said the work plan is meant to improve communications among staff, council and the public and to serve as an implementation checklist for council direction. He gave a navigational example: a "national night out" entry appearing on page 18 that is coded to strategic focus area 1, goal A and measure 4. Nathan said requests to add or remove items should be made by motion to ensure the work plan remains usable and predictable.
Council members asked about access to a digital, linked version of the plan and whether the work plan requires council adoption. Nathan and staff said the plan is a staff document intended to implement the council-adopted strategic plan; formal adoption is not required for the staff work plan itself, though some items identified for permanent committees will need council approval in later steps. One council member said she had not had time to fully read the work plan and asked for more time; staff said there will be additional touch points before any committee-level approvals.
At the start of the meeting staff also announced two late agenda changes: the city is pulling item I1 (an Open Public Meetings Act and public records presentation) and item J2 (LWOT intake) to allow staff further time to discuss those items before bringing them back to a future meeting.
No formal council vote was taken to adopt the work plan; staff requested council feedback and signaled the plan will remain a working document with future additions as emergent issues arise.
