Office of Energy Infrastructure Safety adopts Energy Safety Data Guidelines version 4

The Office of Energy Infrastructure Safety on a virtual public meeting adopted the Energy Safety Data Guidelines version 4, staff announced. Jenny Reed, research data supervisor in the data analytics division, opened the meeting and said, "welcome to Energy Safety's public meeting to consider adoption of the Energy Safety Data Guidelines version 4."
The adoption fulfills a statutory requirement: "Government Code 15475.6 requires Energy Safety to adopt guidelines setting forth the requirements, format, timing and any other matters required to exercise its powers, perform duties and meet its responsibilities," Reed said. Reed then read the agency's determination: "The final Energy Safety Data Guidelines version 4 are hereby adopted." The transcript records no roll-call or recorded vote on the adoption.
The adopted document contains only a small set of substantive corrections from the revised draft that was posted during the most recent comment period, according to Reed. The changes include corrections to field definitions that had mistakenly referenced "grid hardening" in audit feature classes; the fix applies to line, point and polygon features. Reed said additional edits were limited to formatting (extra-space removals and insertions) and two template geodatabase fixes: date-only field types were reverted to the previous date field types, and the "WMP initiative category" field name was corrected to "WMP category" to match the revised draft and the JS change log. Reed also acknowledged workshop feedback that certain initiative identification fields are not currently included in the audit feature classes and said Energy Safety is reviewing adding those fields in a future update.
Reed noted that, consistent with the guidelines, electrical corporations "can and should add fields as needed to their spatial data reporting to correctly represent their WMP mitigation activities in alignment with their WMP," and that spatial and nonspatial submissions must be consistent with one another. She added that no further changes were made to the wildfire mitigation data tables template workbooks from the prior comment period.
There were no public comments during the allotted public comment period. Reed closed by listing next steps: a clean version of the guidelines document, the corrected template geodatabase and the remaining templates will be published on Energy Safety's website and on the data guidelines docket before close of business on Monday, March 3. "Thank you, everyone, for your participation in today's public meeting," she said.
