Port Angeles council approves consolidated 2025 software and maintenance renewals, limits Adobe Premiere licenses pending review

The police and IT staff said the initial recommendation for Adobe Premiere was based on agency best-practice recommendations and that some licenses were obtained under grant funding during the pilot phase.
Eric (IT staff) clarified the product breakdown to council: "Adobe Acrobat Pro is not used for image editing. It's used for PDF signature markup of documents, PDFs." City staff also said Axon's evidence.com platform, which the police department is implementing for camera evidence management, may provide the necessary processing and redaction tools in the future. IT/police staff told council that evidence.com "will actually do everything that we need," but that staff are still testing that capability and could return with a final recommendation.
Council member Lindsey moved to approve the consolidated renewals and to amend the proposed licenses so that Adobe Premiere would be authorized for 4 licenses (to cover records staff) rather than the 38 listed in the packet. The motion also authorized the city manager to execute purchase documents and directed staff to return with updated information about video processing for police records. The motion passed unanimously.
The council noted the funding for the renewals was included in the council-approved 2025 IT department budget. Staff said this year's presentation consolidated multiple contracts into a single package to improve transparency. The council asked for a future status report specifying the final number of required licenses if evidence.com provides the needed functionality.
