Historic Preservation Commission files 2025 work plan; city to review Title 16 update

Courtney, presenting for the Historic Preservation Commission, told the Council Bluffs City Council that the commission submitted its annual work plan and asked the council to receive and file the document as part of the consent agenda.
Courtney said the commission’s major effort this year is a review and proposed update of Title 16, the city’s historic preservation ordinance, which the presenter said has not been updated since 1994. The commission plans outreach with historic-designated neighborhoods such as Gibraltar, Lehi and Park Avenue and will host a public event in March to introduce proposed changes and gather feedback. Courtney said the commission also is exploring a voluntary “conservation overlay” that would not create a historic district but could offer protections for homeowners who opt in.
The work plan was placed on the consent agenda for the council to receive and file; the consent agenda passed at the start of the meeting. Courtney’s overview noted that some items the neighborhoods asked for cannot be accomplished under the current ordinance and that the commission will propose language to address those gaps.
The council did not debate the work plan in detail during the meeting; the item was received and filed as noted on the consent agenda.
