Lisa Lima, a Council Bluffs resident, told the council she had learned the same evening that ICE raids were expected in Omaha and requested that city leaders provide information and resources to calm residents.
Lima said her family experienced immigration enforcement in 2018 and described the trauma and anxiety such events cause. “I don't know if you could do something similar in this situation because our citizens are gonna be scared,” she said.
Mayor Walsh acknowledged the concern and said the city would look into messaging. Council members and the police chief urged residents not to stop calling police for emergencies or to stop sending their children to school, and encouraged community members to share official information. The chief of police was referenced as having spoken publicly on the issue earlier and councilors suggested posting guidance through official channels.
The statements were part of the public‑comment period; no council action was taken.
