Board reviews PFAS insurance claims and prepares RFP for supplemental site investigation

The Kingston Select Board discussed March 3 the town's continuing work on PFAS mitigation, including insurance-claims activity and a planned request-for-proposal for a supplemental site investigation.
A board member provided background materials and said the insurance reimbursement effort dates to 2019; consultants are submitting invoices and negotiating with prior insurance carriers and, if successful, the administrator would recover costs and take a 35% fee for recouped amounts. "It's a no cost to the town unless they recoup some money from prior insurance companies," a board member said, adding there is no guarantee the town will recover funds.
Separately, the board reviewed a draft RFP and scope of work prepared by Sanborn Head for supplemental site investigation and noted $77,000 is in the proposed budget to cover field work. Board members asked that the draft RFP be reviewed by town counsel before posting. "If you want me to run it by Carrie Anne, I can," one member said, and the board agreed to send it to counsel for review and then post the RFP if counsel approves.
Board members discussed timing and budget implications. One member said the work is needed and should proceed because it is associated with PFAS compliance obligations. The board asked staff to emphasize urgency when requesting counsel review and to post the RFP after counsel signs off.
No formal contract award was made at the meeting; the board directed staff to forward the RFP and scope of work to counsel for review and expected to post the solicitation after counsel's clearance.
