The Rosemount City Council on March 4 voted unanimously to rezone a 10‑acre parcel east of Akron Avenue from A2 (agricultural) to R2 (low‑to‑medium density residential) and approved a preliminary plat for Akron Ridge, a 58‑unit townhome development.
The planning‑staff report said the parcel is designated Low‑Density Residential on the city's future land‑use map and that R2 is an allowed secondary district under that designation. Planner Julia Hogan told council the site plan proposes 58 townhomes (12 buildings, four‑to‑six units per building) at a density of about six units per acre, a single public access street off Akron Avenue, three private drives and two on‑site stormwater basins. "The R2 zoning district is an allowed secondary zoning district under the LDR land‑use designation," Hogan said.
The Planning Commission reviewed the application on Jan. 28 and Feb. 25 and recommended approval. Council approved both pieces of the development package by 5–0 votes after staff and the applicant addressed pedestrian access and neighbor concerns.
Conditions attached to the approvals include an 8‑foot trail benched along Akron Avenue, a cash‑in‑lieu park dedication payment of $165,300 and a landscape surety of $74,580. Planning staff said the applicant discussed potential pedestrian access to the Flint Hills Recreation Complex with Dakota County (Akron Avenue is a county road) and with Flint Hills Resources, which owns land east of the site; staff reported the eastern connection requires additional review because of existing pipeline and other infrastructure.
Applicant Jason Palmby, of Magellan Land Development, said construction of the first phase is expected to begin in mid to late June, with the first phase (30 units plus primary infrastructure) anticipated to finish by August; the second phase (28 units) is market‑dependent and expected next year. "There's not a hard no" from adjacent landowners or the county regarding eastern access, Palmby said; he added those discussions will continue as engineering and coordination proceed.
Council action • Ordinance to rezone the property from A2 to R2: Motion by Councilmember Esler; second by Councilmember Freske; vote 5–0; outcome approved. • Resolution approving the preliminary plat for Akron Ridge, subject to conditions B–I: Motion by Councilmember Tyson; second by Councilmember Klimpel; vote 5–0; outcome approved.
The staff report noted nine public comment letters were received between the two Planning Commission hearings. The council opened a brief public‑comment window at the meeting but no members of the public testified. The planning‑staff recommendation and related conditions will be listed in the ordinance and resolution approved by council.
