Board approves new independent-contractor agreement for jail mental-health services

Christian Bracker, county attorney, presented an independent-contractor agreement to replace the jail’s retiring provider, Dr. Delgado, and said the new professional would provide the same services at an increased hourly rate.
Bracker said the contract updates the provider name and adjusts text; the hourly fee rises from the prior $135 per hour to $150 per hour. “The fee is increasing from, I believe it was $135 per hour before, and this professional will get $150 an hour,” Bracker said.
Bracker asked the board about the agreement term and said he had written the contract through June 30, 2026 to cover the coming fiscal-year timing; he noted the board could opt instead to end the term on June 30 of the current fiscal year and reissue an agreement next year. Board members raised no objection to the 06/30/2026 term.
A motion was made and seconded to approve the independent-contractor agreement and to authorize the chair to sign. The board voted in favor of the motion; the transcript records the affirmative vote as “Aye” but does not provide a roll-call tally of member votes.
The agreement also clarifies that the new provider is a psychiatric clinician role (a psychiatric nurse practitioner was described as providing equivalent services at a lower rate). No provider name beyond a replacement for Dr. Delgado was recorded in the transcript and the contract document referenced was not quoted in full at the meeting.
Next steps: The chair was authorized to sign the agreement. Staff will execute the contract and transition services per the new provider’s start date.
