Council directs master-plan updates for water and sewer; Prouty Plaza concept to be presented March 10

At a committee-of-the-whole meeting, Troy council members supported selecting firms to update the city’s water and sewer master plans (including cost estimates for extending utilities northwest) and endorsed a conceptual design for Prouty Plaza with refinements; no legislative action was recommended at this time.
During a Committee of the Whole session discussed with council members on Feb. 19 and reported March 3, the Troy City Council directed staff to proceed with selecting professional firms to update the city’s water and sewer master plans. The updates will include cost estimates for extending utilities to the northwest to support industrial expansion and future investment; council acknowledged the potential high cost of utility extensions but supported moving forward with study and cost estimation. No legislation was recommended at this time.
Separately, council reviewed a conceptual design for Prouty Plaza and supported the design in principle while asking staff and the consultant to reduce the size of the water feature and provide a point-of-view landscape rendition for the area in front of the mural. The Prouty Plaza concept will be presented as part of the downtown streetscape and safety project at a Committee of the Whole meeting on March 10 at 6 p.m., when the design consultant LJB and their team will present updated materials.
Both items were presented to council in committee format for direction rather than for final action; staff will return with recommended professional-service agreements for the master-plan updates and with refined design materials for Prouty Plaza.
