Board approves $1.385 million amendment for Willow Glen Care Center behavioral health placements

The Lake County Board of Supervisors on March 4 approved Amendment No. 5 to the agreement with Willow Glen Care Center to provide adult residential support services and specialty mental health services, authorizing expenditure of $1,385,000 across fiscal years 2022–25.
Director Elise Jones of Lake County Behavioral Health appeared virtually and told the board Willow Glen primarily serves placements for people under LPS conservatorship; she said demand for services is growing and the department expects costs to rise as it implements provisions of Senate Bill 43.
"Willow Glen provides mostly placements for people on LPS conservatorship," Jones said. "We have a lot of people on LPS conservatorship, and it is growing."
A board motion to approve the amendment included authorization for the board chair to sign. The motion passed with the board recording the result as "Motion carries 3 0 0." The item was introduced under behavioral health services; staff told the board they plan to solicit additional providers and a request for qualifications to expand capacity in response to SB 43.
The vote authorizes the contract amendment but the board did not debate changes to county policy; supervisors asked no substantive policy questions during the approval motion and directed staff to coordinate procurement and future provider outreach.
