Taunton Conservation Commission approves several permits, continues one violation case and debates presentation tech policy

The Taunton Conservation Commission on Feb. 10 voted on a series of permit requests and administrative items, approving work ranging from an animal-shelter office addition and septic replacements to a hangar at Taunton Municipal Airport. The commission also continued a violation matter to April 14 and discussed a draft practice to encourage applicants to bring electronic plans to meetings.

Early in the meeting the panel accepted the minutes of its January meeting and then handled a mix of Requests for Determination of Applicability and Notices of Intent. Staff recommended and the commission approved a Certificate of Compliance for work at 120 Christine Lane (SC 73‑3008) documenting completion of an in‑ground pool and paved apron in compliance with the order of conditions.

The commission issued a negative determination for an office addition at the City of Taunton animal shelter at 821 West Water Street (project record cited in the meeting as DSC 13604). Staff reported the addition will be outside the FEMA flood zone and at least 51–67 feet from flagged resource areas; erosion controls and other special conditions were added.

At 126 Prospect Hill Street the commission approved a negative determination to replace a failed Title-5 septic system with a 1,500‑gallon tank and an approximately 15-by-32 leaching area; staff noted the proposed leaching field will be at least 75 feet from the bordering vegetated wetland.

The commission approved the Willow Terrace Mobile Home Park sewer improvement (DSC 1361), a low-pressure sewer force main system to replace failing cesspools across the park’s roughly 75 units; the panel also added a special condition to verify and mitigate generator noise if needed (see separate article).

Other approvals included a negative determination for a 40-by-44 storage garage at 180 Round Street (DSC 1362) and approval of widening a woods road at 388 Harvey Street to 14 feet with a 12‑inch gravel surface to improve access between the Boys & Girls Club camp and a newly acquired parcel (DSE 1363). Staff reported the Harvey Street work will be at least 27 feet from bordering vegetated wetlands and will avoid disturbance within the 25‑foot wetland protection zone.

At Taunton Municipal Airport, the commission approved an Order of Conditions for an 80-by-80 hangar at 4 Westco Drive (SC 703‑3117); staff said the hangar will be built on a slab in the same footprint as a previously removed hangar and that roof runoff will be directed to dry wells.

The commission also approved an Order of Conditions for Lot 8 at Joel Harvey Way (SE 73‑2903/SC 3116) for a single‑family home, associated driveway and septic system; staff said the proposed leaching field will be at least 75 feet from wetland resources and that proposed retaining walls are below four feet in height.

In enforcement business, a continued violation at 43 French Street was continued to April 14; the property owner told the commission he expected to retain an engineer and provide plans before that date.

In “other business,” commissioners discussed asking applicants who present multi‑sheet plans to bring a laptop or a thumb drive with a PDF to facilitate the public display of plans. Greg (a meeting participant) suggested thumb drives as an option and commissioners asked staff to draft notice language. The commission agreed to make the item an agenda topic for the March 3 meeting for further discussion.
