Council adopts updated dog and cat licensing ordinance and approves DocuPet software contract

The City Council adopted an ordinance updating dog and cat licensing rules and approved a software agreement with DocuPet to manage licensing and vaccination records.
Under the ordinance, written certificates from licensed veterinarians will be required to document sterilization status and rabies vaccinations; veterinarians will forward rabies vaccination reports to the city-designated system (DocuPet). The council also adopted a resolution establishing new pet licensing fees and a professional services agreement with DocuPet in the amount of $3,995 for licensing services.
Police Chief Rob Duncan told the council the department will accommodate residents who lack Internet access by having animal control staff assist with registration in person and said staff have worked with the city clerk to move to an annual (365-day) renewal cycle rather than a Jan.-to-Jan. model. Council members asked about outreach to veterinarians and whether the new process will create extra burden; Chief Duncan said staff plan to contact local veterinarians about the reporting process and that the system is intended to make vaccination status easier to verify during calls.
Some residents raised concerns about access for elderly and non-Internet users; council and staff said in-person assistance will be available through the police department and clerk’s office.
Council voted to adopt the ordinance, adopt pet licensing fees and approve the DocuPet contract by roll call.
