Council awards contracts for airport terminal security upgrades; bids come in below engineer estimates for two packages

The City Council on Monday approved three contract awards for terminal security upgrades at the Waterloo Regional Airport, authorizing the mayor and city clerk to execute documents for access control, secured door upgrades and surveillance camera work.
City staff said the work is funded in part by ARPA and state grants. Steven Kiergaard, director of aviation, told the council the upgrades are intended to meet category-3 security requirements ‘‘to allow the larger aircraft coming in June.’’
The engineer’s estimate and bids reported at the meeting were: - Access control system: engineer’s estimate $290,000; bid from KNW Electric (Cedar Falls) $220,456. - Secured door upgrades: engineer’s estimate $46,000; sole bidder Peters Construction Corporation (Waterloo) $73,740 (city staff later noted the resolution contained a different amount and corrected the minutes to show the bid tab figure of $73,740). - Surveillance camera upgrades: engineer’s estimate $105,000; bid from KNW Electric (Cedar Falls) $126,121.
Council adopted resolutions awarding the contracts by roll call. During the meeting a clerical error in the resolution language duplicated a large figure for one line item; city staff identified the discrepancy on the record and noted the correct bid tab figures would be used in the minutes and contract documents.
Kiergaard said the upgrades will allow the airport to meet the specified security category in time for larger aircraft operations scheduled for June.
