Council approves site plan and zoning amendment to allow quick-service restaurant at 3146 Kimball Avenue

The City Council on Monday approved an amendment to the official zoning map and a site plan amendment to allow a quick-service restaurant in an existing building at 3146 Kimball Avenue.
Council moved, suspended rules and passed the ordinance for first, second and third readings in the same meeting. The vote was recorded as unanimous by roll call.
A representative for the applicant said the site has 44 parking spaces and neighboring property owners behind the building have agreed to provide after-hours parking with a letter of authorization. The applicant told the council the sandwich shop and the restaurant would have staggered hours that reduce overlap in peak parking demand; a proposed sign business would have minimal staffing and use on-site parking.
‘‘The dinner restaurant would be the only thing that really would require additional parking, and it wouldn't open till 5 p.m.,’’ the applicant said, adding a neighbor named Trent attended the planning and zoning meeting in support.
Council member questions focused on whether the applicant would secure written permission for additional parking and whether parking demands might overlap with previous uses on the site. The applicant said neighbors behind the site were willing to provide a letter of authorization for after-hours use and that they would return for additional approvals if operating plans change.
The applicant said an opening date of March 17 is targeted, pending permits.
