Council previewed Riverview District Phase 2 plans, city staff flags drainage and safety fixes

City staff updated the mayor and council on Phase 2 of the Riverview District development and highlighted drainage and pedestrian-safety work the city plans to include.
Scott Collins, city manager, and the city's public-works presenter described the need to remove an existing road and install improvements at the planned main entrance to the Grindstone area. Staff said the section near the proposed entrance presents a pedestrian hazard as currently configured; the plan calls for reconfiguring the street so grading and drainage flow away from buildings into a dedicated drainage corridor.
The public-works speaker described creating a 10-foot path (sidewalk) that will also function as a drainage swale leading runoff to a new outfall and a pipe to carry water to the end of the drainage run. Staff said the city used its crews to build the subgrade and is seeking to minimize costs by purchasing only material (rock) and managing change orders as the project moves forward.
Staff also showed conceptual ideas for realigning streets around the square to increase parking and improve traffic flow by opening or reconfiguring Holland Street and adding bump-outs at City Hall to slow traffic and improve visibility. Councilmembers and staff said the street changes are conceptual; staff will present numbers and specifics on the April agenda.
