Taunton committee votes to dissolve airport and parking commission revolving funds, move balances to general fund

The Committee on Finance and Salaries voted to dissolve the Taunton Airport and Parking Commission revolving funds as of June 30, 2025, and approved transferring any remaining balances into the city’s undesignated general fund balance.

City Chief Financial Officer Guillermo Russo told the committee the Department of Revenue (DOR) had raised concerns that the airport and parking revolving accounts were not self‑supporting and that those recurring deficits could threaten the city’s ability to set an annual tax rate. “Based upon the trends and all the figures … you can’t have an account that doesn’t support itself,” Russo said.

Committee members and staff said the move is an accounting change, not a change in oversight of the commissions. Russo and administration officials said operations — leases, parking rates and day‑to‑day oversight — would remain with the commissions and relevant managers. “This is simply how we account for certain revenues…
