The Committee on Finance and Salaries on Jan. 14 approved the payroll warrant of $4,460,330.97, an accounts payable warrant of $900,304.51 and a corrective transfer of $499,272, and agreed to administratively reclassify school surplus-sale proceeds for fiscal year 2025 so 100% will go to the school department’s revolving account.
The payroll warrant was read into the record and adopted by voice vote. The committee then approved an accounts-payable warrant totaling $900,304.51; committee members were told the two largest items in that warrant were approximately $180,000 for student transportation and about $219,000 for various internet and electricity payments.
The committee received a request from the treasurer/collector’s office and the chief financial officer for a $499,272 transfer to correct a data-entry error in the FY2025 budget. The CFO described the problem as a “simple transposition” between principal and interest expenditure lines and said the change requires council approval to move amounts into the correct account numbers. The motion to approve the transfer passed by voice vote.
Finally, the committee approved a one-year administrative modification to a previously approved order governing proceeds from the sale of school surplus items. Under the prior order the city placed 80% of such proceeds in a school revolving fund and 20% in the general fund to cover administrative costs. School and finance department staff said the School Department now handles 100% of the surplus sales administration and requested that 100% of proceeds from sales of school surplus items be placed in the school revolving account for fiscal year 2025 only. The committee approved a motion to allow the administration to identify and reclassify the affected revenues for FY2025 in conjunction with the School Department.
All motions on the agenda were adopted by voice vote; committee members recorded “Aye” for the minutes, warrants, the transfer and the surplus-funds modification. The committee adjourned after completing the listed business.
The meeting record shows the CFO provided the explanatory detail on the transfer; the council chair introduced the surplus-funds modification and noted the change was mutually agreed between the School Department and the Finance Department.
