City staff say interstate water-pipe repair will be bid soon; pipe procurement likely the longest step

Irondale public-works staff told the City Council the repair of a leak under the interstate — an emergency repair first reported weeks earlier — is moving toward formal bids after approvals tied to federal funding were secured.

Councilman Sims asked for an update after the council’s water board met earlier in the evening. A staff member who addressed the council said work to finalize drawings awaited approval tied to how the interstate work was funded, and that approval arrived late Thursday. The speaker said the city’s drawings should be finished this week and then the documents would go to the city attorney for review; after legal review the repair package would be publicly bid.

“Hopefully, Lord willing, by the next council meeting, we will…have you all some documents to approve or…a bid to approve to move forward on that repair,” the staff member said on the record.

Council members pressed staff about schedule drivers. Staff said trench boxes previously rented for the job have been transferred to the city name; that will remove one procurement hurdle and speed work. The speaker cautioned that securing the replacement pipe and the casing likely will take the most time: the pipe is large, requires specific casing for the interstate crossing, and suppliers can be the schedule-limiting factor.

Staff emphasized that the interim workaround installed to route water around the failed section is not ideal but is functioning and that leak responses are typically handled promptly when they arise.
