Representative Stairs said House Bill 25‑90 would create a standardized form at the Office of Management and Enterprise Services (OMES) to identify when agencies, boards or commissions hire third parties to manage federal funds. He told the committee the goal is visibility: in 2024, more than $14 billion flowed through state agencies from federal sources, and lawmakers do not currently have a codified way to track when management authority is delegated to outside contractors.
Members asked whether the bill would change existing procurement steps such as RFPs, whether completion of the OMES form would be mandatory, and whether the information would be made public. Representative Fugate said the committee should not send incomplete language to the floor; Representative Stairs agreed to work with OMES and committee members on final language. Vice Chair Hayes raised concerns about potential recurring costs; Stairs said fiscal figures were still under discussion and that he would provide final language and estimates before floor action.
The committee voted to lay the bill over and schedule it for further consideration to allow staff and the sponsor to refine mandatory language, public‑disclosure provisions and fiscal estimates.
