Senate committee passes bill tightening oversight and reporting for juvenile detention allegations

Senate Bill 8 70, prompted by recent criminal charges involving detention staff in a Tulsa County juvenile facility, passed the Senate Judiciary Committee unanimously on March 14.
Sponsor Senator Rader told the committee a scandal in a Tulsa County juvenile detention center — including charges of trafficking and alleged sexual abuse and evidence destruction — revealed gaps in oversight and record access. The bill requires employees, volunteers or contractors who learn of abuse or related crimes to report to a facility supervisor and the Office of Juvenile System Oversight (OCCY). Reports must also be provided to the county district attorney.
Rader said the original oversight responsibility had been under the Office of Juvenile Affairs but the committee substitute puts primary reporting and oversight into OCCY to avoid duplication. “There was a lot of finger pointing and no responsibility taken. So we have tightened it down to make people responsible for these individuals,” he said.
The committee recorded eight ayes and zero nays; the chair declared Senate Bill 8 70 passed out of committee.
