Petitioner Rob Balata and other speakers noted rising utility and tax burdens for retirees and asked the council to study options. City staff explained the exemption derives from Massachusetts General Law Chapter 59, Section 41C and noted the city currently uses the local option to double the base exemption amount. The manager's office said the eligibility thresholds are set by state law but that the city may pursue a home-rule petition or other local actions in coordination with state delegates.
Councilors voted to send the petition to the city manager for study and options, and some urged the administration to re-promote the city’s senior work-off program (which can reduce taxes by up to $2,000) and to improve outreach.
