City staff presented annual updates to Envision CR, Cedar Rapids's comprehensive plan, and the City Planning Commission recommended the City Council adopt the 2024 updates.
Betsy Borchert of Community Development told commissioners the Envision CR plan is maintained as a "living document" to allow staff flexibility and to save staff time and city resources by updating narratives and initiatives across plan chapters. Borchert said the 2024 work included updates across multiple chapters and that staff updated 284 items within 14 separate plans, and noted examples of higher-level, public-facing initiatives that were completed.
Borchert described the review process as beginning with City Council priorities, followed by interdepartmental coordination to align initiatives with council priorities and citywide goals. She said staff presented the updates to the Development Committee on Jan. 15 and asked the Planning Commission to recommend that City Council adopt the updates.
A commissioner asked no substantive follow-up questions; no public comments were offered. A motion to recommend approval was made and seconded; the commission approved the recommendation by voice vote. The transcript does not include a roll-call tally.
Staff will forward the recommendation to City Council for action. Borchert characterized the plan update process as improving communication and producing efficiencies in project development across city departments.
