Supervisors approve roofing, steel and training contracts; total bill payments reported at $207,627.90

The Black Hawk County Board of Supervisors on March 4 approved a series of consent-agenda items including a $23,655 contract for roof waterproofing at a county shop, acceptance of a steel-material bid, approval of training funds for the county engineer and the board’s regular claims and payments.

County staff reported total bill payments of $207,627.90 (with a smaller fund payment of $2,663.64). The board moved and approved the resolution authorizing those payments with no roll-call objections.

County Engineer Catherine (Kathy) Nicholas described a proposed repair plan for a Woodward shop building: interior spray-foam insulation, exterior spray-applied waterproof coating and a later ventilation upgrade. After receiving three bids, staff recommended Railroad Roofing Systems LLC of Cedar Falls for the waterproofing portion at $23,655; the county expects a separate ventilation contract and some in-house repairs. Nicholas estimated the overall cost to be in the range of roughly $80,000–$100,000 after prior expenses and pending ventilation work.

Separately, the board awarded the lowest responsible bid for steel material on project L3025 (Hoff Road bridge work) to OD Enterprises of Wahoo, Nebraska, for $50,988.70; the engineer’s estimate had been $58,650. The board authorized the county engineer to execute the contract and receive required insurance documentation.

The board also approved a training request for County Engineer Catherine Nicholas to attend the 2025 National Association of County Engineers conference April 14–18 at a cost of $2,100.

Each of these items passed by the board’s routine affirmative vote; staff said references and prior local work were reviewed for bidders and that additional vetting (references, follow-up documentation) would occur before or during contract execution.
