Idaho House passes campus free-speech, school-staffing flexibility, administrator apprenticeship and property-tax relief measures

The Idaho House of Representatives on March 4 passed four separate measures affecting education and taxes, approving a campus free-speech bill, a change to school staffing flexibility, an administrator apprenticeship pathway and a $100 million property-tax relief package.

The most contested bills were House Bill 240 (campus free-speech protections) and House Bill 295 (an administrator apprenticeship program). HB 240 passed on a 55-15 roll call; HB 295 passed 44-26. House Bill 305, which strikes a 2016 “use it or lose it” staffing provision and restores some local flexibility for districts, passed 69-1. House Bill 304, which adds $50 million to a school facilities fund and $50 million to a homeowners relief account, also passed and will be transmitted to the Senate.

Why it matters: the bills change where and how speech disputes on public campuses are handled, alter school-district staffing rules that affect local hiring and staffing budgets, create a new pathway for districts to sponsor on-the-job pathways to principal and superintendent credentials, and move state revenue to reduce property-tax burdens for homeowners and to fund school facility priorities.

On campus speech, a sponsor framed the bill as a corrective to what the sponsor described as on-campus restrictions.
