Committee raises technical review but does not object to Hamilton Lakes Business Park stormwater master plan

The DuPage County Stormwater Management Committee moved and seconded a motion "not to object" to the Hamilton Lakes Business Park stormwater master plan for redevelopment in the Village of Itasca, and the committee approved the motion.
Staff explained the county reviewed the project when the village submitted the redevelopment for review and found that floodplain elevations had changed since the project's original grandfathering under the ordinance in 1992. Staff said it worked with the developer's engineering team to confirm that the redevelopment would not create off-site flooding impacts.
"With that and knowing that there have been a lot of changes in precipitation and, floodplain elevations throughout the county, we worked with the developers engineering team to get this project to a point where we could reassure the citizens upstream and downstream of this project area that there were no flooding impacts off-site as a result of their redevelopment plan," a staff member said. The staff member added that county staff put in "a lot of time and effort" to ensure compliance.
Committee members asked technical questions about the five ponds on the property and how the design preserves storage. The staff member described the plan as using "online detention," meaning detention storage is stacked on top of the floodplain and must be critically evaluated to preserve required storage. The engineering team from Hamilton Partners, the staff member said, provided documentation showing the necessary storage and control structures such as weirs or culverts to preserve on-site storage.
After discussion the committee voted in favor of the motion not to object and the motion carried. The committee recorded thanks to county staff for their review work.
The committee's approval was recorded as not objecting to use of the master plan as a guiding document under the DuPage County Countywide stormwater and floodplain ordinance; staff said implementation will proceed through permitting and intergovernmental coordination with the Village of Itasca.
