Solano County board proclaims March 2025 Public Procurement Month, honors purchasing staff

The Solano County Board of Supervisors on an unanimous 3-0 vote adopted a resolution recognizing March 2025 as Public Procurement Month and publicly acknowledged the county purchasing services team’s recent industry award.
The resolution, presented at the start of the meeting, honors the county procurement staff for their role sourcing, purchasing and inspecting goods and services that keep county operations running. The board’s adoption came after a motion and second and was recorded as approved by a vote of 3-0.
The county’s General Services Director, Megan Grevey, described the group as “a small but mighty team,” and noted the office is operating with vacant positions. Procurement manager Lorraine told the board the recognition “means a great deal to our team.” She introduced staff who were present and described their recent production: nearly 2,600 purchase orders, 103 formal bids and roughly 300 informal bids processed in the prior year. Donovan Villard, program administrator for the county CalCard program, and buyer Yumeka Wright, who identified herself as certified in public buying, also appeared at the dais.
Lorraine said the purchasing team received the Achievement of Excellence in Procurement award from the National Procurement Institute for 2024, an industry recognition the county said was shared with 19 other California counties and cities. The board thanked the staff and invited them “out front” after the formal action for further acknowledgement.
The staff described vacancies in the purchasing team: three staffers were present at the meeting, and the office has additional buyer positions with two positions described as currently unfilled or absent (one position “not hired” and one not present). No budgetary changes or follow-up motions tied to the recognition were made during the meeting.
The resolution and the staff presentation constituted the county’s formal recognition of procurement professionals for the month of March 2025 and the board’s public acknowledgement of the team’s award and workload.
