DuPage County committee approves Harris Government maintenance contract, IT staff say migration could eliminate future payments

The DuPage County Development Committee approved a recommendation for a contract with Harris Government (contract 250544) to provide annual software maintenance and support from April 1, 2025, through Dec. 31, 2025. The recommendation noted an amount that would exceed $15,891.75; committee materials allocated portions of that expense across departments but did not present a single consolidated line-item in committee discussion.

Vice Chair Yu asked whether county IT could take over maintenance of the older system rather than renewing vendor support. A staff member identified as Jim replied that county IT has been approached and "we have someone down there now who can work in the SQL Server" and that "we own the database. We just don't have the software to use it." Jim said the county expects to work this year to develop a way to stop paying the annual maintenance once migration or an internal solution is completed.

The packet listed department-level allocations (billing and zoning; DOT; public works) but the committee discussion did not produce a clear, auditable per-department dollar breakdown on the record. The chair put the motion to approve; the committee approved the recommendation by voice vote.

The contract was described in committee materials as necessary to maintain access to historical or older documents while a permanent replacement is implemented. Committee members said the county and IT will continue to explore options to eliminate recurring maintenance costs.

The committee approved the contract recommendation at the March 4 meeting.
