Scott Quigley introduced himself and Carolyn, describing their role as advocates distributing vouchers from a nonprofit (referred to in the presentation as "the Ruth"). Carolyn Quigley explained that ticket prices range from about $34 to $55 and said state rules limit gifts to government employees to amounts at or below $50 per person; she noted that staff and elected officials may accept two tickets if the second holder is not a government employee.
Councilmembers suggested distribution options. One councilmember recommended limiting distribution to a single voucher per person and ensuring the per-person value remained under the state $50 limit. City staff suggested placing vouchers in a common staff area where employees could take one voucher and use it, and several councilmembers noted other cities use raffles or other distribution methods but reminded the council that state law restricts raffles.
The Quigleys said they would prefer the council decide how to distribute the vouchers and asked that the city contact them if the council could not use all the vouchers so the nonprofit could reassign them. The council did not take formal action and no vouchers were accepted or distributed at the meeting.
